And he said unto them, Go ye into all the world, and preach the gospel to every creature.

“Follow me, and I will make you become fishers of men.”

When Jesus said this to his disciples as recorded in Mark 1:17, he wasn't planning on telling them how to fish - they knew how to fish. Neither would He have said this to a group of carpenters or farmers - He knew He needed fishermen. Jesus was identifying "the catch of the day." There is a process to fishing - the bait, the location, the right nets, the time of day! In other words, Jesus was saying apply what you know to the expansion of my Kingdom.

In building the Body of Christ the process is similar. The time, the bait (or hook), the location, the process is different for each person in your community. As Pastors and church leaders you must be sensitive to using the right tools - in season.
